Repairs are the one moment you can change how the house sits on the land. Before you rebuild the same floor at the same level, here is what the hazard layers can tell you about whether this was a rare event or a recurring one.
After a flood, everyone wants the house back to normal as fast as possible. That is understandable. It is also the single best opportunity you will get to change how the house handles the next one, and it closes fast.
Rebuilding to exactly what was there before restores the same exposure. Same floor level, same outlets at the same height, same materials that soak up water. If the water comes back, so does the bill.
The question worth a few hours before you commit to a contractor is simple: was this a rare event or a recurring one? Your neighbours have opinions. The hazard layers have a mapped answer, and the two together are much stronger than either alone.
1. The mapped flood hazard at your exact address. Not the barangay, not the subdivision. The pin. This tells you whether your address sits in an area mapped as flood-prone and at what level. 2. Return period, honestly read. A "100-year flood" does not mean once per lifetime. It is a probability statement, not a schedule, and two of them can land in consecutive years. We explain that in flood return periods explained. If your address maps as exposed at a frequent return period, treat this event as a preview rather than an outlier.
3. Elevation and the nearest waterway. How high your ground sits, and how far the nearest mapped channel is. In flat neighbourhoods a difference of less than a meter decides which house takes water first, which is the point of elevation and slope.
4. Whether this was flood at all. Water that comes from the sea during a storm behaves differently from rain runoff and needs different repairs. If you are coastal, read the storm surge line on the report too.
If the layers say the exposure is real and recurring, the repair conversation changes shape. Things worth pricing while the walls are already open:
If the layers say the exposure is low and this looked like a one-off, that is useful too. It points you at a local cause: a blocked culvert, new construction upstream, a covered creek. Those are LGU and neighbour conversations, and the local offices are the ones with the records, as we cover in what your barangay and city hall can tell you.
A hazard screening reads public national datasets at your coordinates. It can tell you whether your address sits in mapped flood-prone ground and how the surrounding terrain and waterways look. It cannot tell you why this particular flood happened, whether a specific drain was blocked, or how high to raise a floor. Those are questions for your LGU engineering office and a licensed engineer, and after a flood they are worth paying for.
