Local offices hold records no national dataset has: which streets flooded, which permits were refused, where the drainage actually goes. Here is who to ask, what to ask for, and how local knowledge fits alongside a mapped hazard screening.
A mapped hazard screening and a barangay captain who has lived on the street for thirty years know completely different things. Buyers who only use one of the two are working with half the picture.
The barangay hall is the closest thing to a memory of the street. Staff and officials usually know which corners take water first, which houses have been flooded, where a creek was covered over, and which access road becomes impassable. None of that exists in a national dataset. Much of it has never been written down at all.
The city or municipal engineering office holds the physical record: drainage plans, road levels, culvert locations, and any flood control work that has been done or is planned. If you want to know where the water leaving your prospective subdivision goes, this is the office that knows.
The city or municipal planning and development office holds the land use plan and the zoning map. Some LGUs also maintain their own hazard maps, often at finer detail than national data, and many have a comprehensive land use plan that already identifies constrained areas.
The local disaster risk reduction and management office holds the evacuation plans, the past incident reports, and the local hazard assessments. If a specific barangay has a history of evacuations, this office is where that history lives.
Vague questions get vague answers. Bring the address and ask:
Write the answers down with the date and the name of the person who gave them. That is not paranoia, it is just a record you will be glad to have later.
Local records are strong on memory and weak on coverage. Four honest limits:
This is exactly where mapped screening earns its place. A screening reads the same national datasets for every address in the country, without local memory and without local incentives. It gives you the flood, landslide, storm surge, and fault picture at your specific coordinates, which you can then take to the barangay and check against what people remember.
The sequence that works:
When the map and the memory agree, you have a solid picture. When they disagree, you have found the most useful thing in the whole exercise: a specific question worth paying an expert to answer. A hazard screening reads public national datasets at a point. It cannot see the covered creek, the new subdivision wall that redirected runoff, or the culvert that has not been cleared since 2019. Local offices can, sometimes. Neither one measures the soil under your foundation or assesses the structure you are buying. Use the screening to know what to ask, use the local offices to fill the gaps, and pay for a professional on the property you actually decide to buy.
