Flood hazard maps are colour-coded, which makes them look simpler than they are. Here is what the colours mean, why a boundary is not a fence, and the three mistakes buyers make when they read one.
A flood hazard map looks like the easiest document in a property file. Green means fine, red means trouble, and the line between them looks like a fence. Almost every part of that reading is wrong, and buyers make expensive decisions on it. Here is how to read one properly.
A hazard level describes how bad the water gets, not how likely you are to be unlucky. Philippine flood hazard maps from the UP NOAH Center classify areas into three levels, Low, Medium, and High, based on modelled flood depth for a given rainfall scenario. A High rating is a statement about how deep the water is expected to get in that scenario, not a prediction that it will happen this year.
That distinction sounds academic until you use it. Two properties can both be flagged. One sits in a shallow zone that fills every rainy season. The other sits in a deep zone that only appears in an extreme scenario. Those are completely different things to own, insure, and build on, and the colour alone will not separate them.
The second half of the reading is the scenario itself. Flood maps are modelled per return period, which is the average spacing between events of a given size. Our report shows the 5, 25, and 100 year scenarios separately, so you can see whether an address is exposed in the ordinary case or only in the rare one. Being outside the coloured area by a few metres means almost nothing. Three separate sources of imprecision stack up between your front door and the line on the screen.
Because of that, our report deliberately does not treat "just outside" as "safe." If a point falls outside every polygon but within 50 metres of one, we report that neighbouring level and label it as the edge of a hazard area. If a High zone sits within 200 metres, the finding is raised to moderate even though the point is outside. Over-reporting at the margin is the safer failure for a buyer than under-reporting. One map cannot cover every way a property gets wet. Rainfall flooding, storm surge, and flash flooding are three different processes with three different maps, and a property can be clean on one and exposed on another.
A lot that is clear on the flood map can still sit 15 metres from a creek. That is why distance to the nearest mapped waterway is its own finding: inside 20 metres is very high, inside 50 metres high, inside 150 metres worth noting. The full comparison is in flood, storm surge, and flash flood.
Hazard maps describe terrain and modelled water behaviour at a regional scale. They do not know about the drainage your subdivision installed last year, the estero that was covered over in the 1990s, the fill someone dumped on the lot next door, or a pumping station that fails during a blackout. They also cannot see inside a specific building, so a raised ground floor and a flooded street can both be true at once.
Used properly, a flood map answers one question well: is this an address where flooding is a normal design consideration, or a rare one. That is enough to change your offer, your build plan, and the questions you take to the seller, which is a lot for a document you can read in a minute.
