Butuan sits near the mouth of the Agusan River, at the end of one of the largest river basins in the country. For a buyer there, the flood conversation is about what happens upstream. Here is what to screen.
Butuan and the Agusan valley sit at the downstream end of one of the largest river basins in the Philippines. Water that falls on a very large area of northeastern Mindanao has to pass through this valley to reach the sea. That is the fact that shapes property decisions here.
In a big basin, the rain that floods you may have fallen a day earlier and a hundred kilometers away. Local weather is a poor guide. A clear morning in Butuan tells you nothing about what is coming down the river.

Parts of the Agusan valley are naturally marshy, and marsh is a clue about the ground and about how long water stays. Land that drains slowly changes two things for a buyer: how long a flood lasts, and what the soil under a foundation is like.

On soft, water-saturated valley ground, shaking is felt differently than on firm ground, which is another reason the soil investigation matters before you design a structure. Give the distance to your engineer, not to the agent.
Buyers ask how deep the water gets. In a large, flat basin the more useful question is how long it stays.
Depth damages what the water touches. Duration damages everything else: walls stay wet, mould takes hold, the road stays cut, work stops, and the repair bill grows every day the water refuses to drain. A shallow flood that sits for a week can easily cost more than a deeper one that clears overnight.

The third question separates a local drainage problem you might be able to fix from a basin-scale reality you cannot.
An hour at the engineering and planning offices is worth more than any listing. Ask where drainage in the area discharges, whether flood control or road raising is planned nearby, and whether the parcel sits in an area the land use plan already treats as constrained. Ask the disaster office about evacuation records for the barangay.

A hazard screening reads public national datasets at your coordinates. In a large basin it cannot tell you what is happening upstream today, how a specific dam or channel is being managed, or what the soil is like two meters down. Use it to understand the standing exposure of a lot, then use local knowledge for the recent changes and a licensed professional for the ground itself.
