Tropical Storm Ondoy dropped more than a month of rain on Metro Manila in a single day. Seventeen years later it is still the clearest lesson in why a flood map beats a memory.
On 26 September 2009, Tropical Storm Ondoy (international name Ketsana) crossed Luzon and dropped more than 400 millimetres of rain on Metro Manila in about a day. That is more rain than the region normally gets in the whole month of September, delivered in hours.
It was not a strong storm by wind measurement. It was a rainfall event, and it is the single most useful case study a Philippine homebuyer can read.
The rain fell faster than the ground, the drains, and the rivers could move it. The Marikina River rose to levels that had not been recorded before. Water went into neighbourhoods in Marikina, Pasig, Cainta, Taytay, San Mateo, Rodriguez, and large parts of Quezon City and Manila.
People were rescued off roofs. Cars floated. Hundreds died. Whole ground floors were lost in areas where residents had lived for decades without flooding.
That last part is the important one.
Everyone remembers that Marikina flooded. The useful lesson is narrower and harder.
Ondoy flooded places that had never flooded in living memory. Households that had been in the same house for thirty years, who had honestly told anyone who asked that their street does not flood, watched water come into the second floor.
Their memory was not a lie. It was just a short record. A neighbourhood can go decades without seeing the rainfall that fills its floodplain, and the absence of a flood in thirty years is not evidence that the ground is high. It is evidence that the rain has not arrived yet.
This is exactly what a flood map is for. A hazard map does not ask what happened recently. It describes the ground: where water goes when there is enough of it. After 2009 a lot changed. Marikina River water level markers became something ordinary people watch. Pre-emptive evacuation became normal. Flood control projects were built, dredging happened, pumping stations were installed and repaired.
What did not change is the terrain. Water still runs downhill and still collects in the same low ground. Infrastructure changes how much water a place can absorb before it floods. It does not move the place out of the floodplain. That is the argument in a flood control project near you is not a guarantee.
Do not use it as a filter for a specific city. Use it as a rule about evidence.
A hazard screening reports what public national datasets say about your exact point. It does not know what your street drain looks like today, whether a nearby channel has been dredged, or how a specific house was built. Those things matter and they need local checking and, for structures, a licensed engineer.
What the screening does is give you a description of the ground that does not depend on anyone's memory of one week in 2009.
