Landslide susceptibility is not a prediction that your lot will collapse. It is a rating of what the ground around it can do under heavy rain. Here is how the Low, Medium, and High levels are set, why a flat lot can still be exposed, and what to check before you buy on or below a slope.
Most buyers looking at a hillside lot ask the wrong question. They ask whether the slope is steep. The more useful question is what the ground is made of and what sits above it. This post explains what the landslide layer on a CheckHazard report is measuring, why a perfectly flat lot can still carry landslide exposure, and what to do with the answer.
Susceptibility means capability, not schedule. A High landslide rating does not say your slope will fail this year, or ever. It says the terrain, geology, and rainfall behaviour in that area are the kind that produce landslides when enough rain falls. It is closer to a smoke detector than a weather forecast.
This matters because people tend to react to a High rating in one of two unhelpful ways. Some panic and walk away from land that a retaining wall and proper drainage would make perfectly buildable. Others shrug because the neighbours have lived there for twenty years without incident. Both are reading the rating as a prophecy instead of as a design input.
The rating comes from the UP NOAH Center dataset, which maps susceptibility nationwide in three levels using the same Low, Medium, High scale as flood. The hazard is not always under your feet. This is the single most missed idea in landslide screening. A level lot at the bottom of a hill has no slope of its own, and a buyer standing on it sees nothing alarming. What matters is the slope above it, because that is where material starts, and gravity decides where it stops.
Tropical Storm Sendong in 2011 made this brutally clear in Northern Mindanao. Rain-soaked hillsides moved, and what they carried buried homes on ground that was itself flat. Rain-triggered landslides remain one of the deadliest hazards in the Philippines, year after year, and the casualties are frequently downhill of the failure rather than on it.
So when a report shows landslide exposure on a lot you know to be flat, do not assume it is an error. Look uphill. Related to this, the debris flow and alluvial fan layers describe the paths that fast-moving material tends to follow once it is already in motion.

That ordering exists because a mapped boundary is a modelled line, not a fence. Ground does not check the polygon before it moves.
Susceptibility and gradient reinforce each other. The same Medium rating means something different on flat ground than on a 25 degree slope, so the report always shows the measured gradient beside it. The gradient bands follow the MGB and DENR convention used in Philippine geohazard mapping:
A Medium susceptibility rating at 4 degrees is a note for the file. The same rating at 22 degrees is a reason to bring in an engineer before you sign anything. The elevation and slope layer explains how those numbers are measured.
This is screening, and screening has boundaries. The NOAH polygons are modelled at a regional scale, so they describe the neighbourhood better than they describe one 200 square metre lot. They cannot see the retaining wall your seller built last year, the drainage the subdivision never finished, or the fill that was dumped without compaction. A Low rating is genuinely good news about the terrain, and it is not a certificate that the specific slope behind your fence is stable.
What the report does is tell you, in about a minute and for the price of a meal, whether this is a property where those questions are worth paying an engineer to answer. That is a decision most buyers currently make with no information at all.
