A High rating is information, not a verdict. It is set by the worst single layer, so the first job is finding out which one, and the second is checking how often that hazard actually arrives. Here are the five steps from result to decision, the four responses available to you, and which professional to call for each kind of driver.
You ran the check, and the result came back High. That is an uncomfortable moment, and the most common reaction is the least useful one: assume the deal is dead, or decide the report must be wrong.

A composite rating is set by the worst single layer, not by an average. That means High can come from very different situations, and they call for different responses.
Open the report and find the driving factor. It might be:
A High driven by fault proximity and a High driven by frequent flooding are not remotely the same problem. The first is about how you build. The second is about whether the ground is usable at all. This is the step most people skip. Severity tells you how bad, frequency tells you how often, and the two together are the actual risk.
A high-severity flood zone that is only reached by a rare, extreme storm is a genuinely different asset from a high-severity zone reached by a common one. The first is a tail risk you can insure and plan for. The second is a recurring operating cost.
Look for the return period attached to the flood finding. If it is short, the model is telling you this is expected behaviour, not a disaster scenario. We explain the difference in flood return periods explained.

The point of the report is to move you from the fourth option by default to the fourth option on purpose.

A High rating is a modeled result from national datasets read at a coordinate. It does not know that the subdivision built a pump station last year, that a creek was rechannelled, or that the previous owner raised the pad by a meter. Those can genuinely change the real-world outcome, and they are exactly what a site visit and a local professional are for.
The rating is not there to make the decision for you. It is there to make sure the decision is informed, and to give you something concrete to take to an engineer, an insurer, or a seller.
