Buying on filled or reclaimed land? What the hazard layers can and cannot tell you
A lot that was a rice paddy, a creek, or a shoreline five years ago is now flat, dry, and for sale. Hazard maps do not track fill, so here is what the report can still tell you, and the four questions you have to answer yourself.

The lot is flat, dry, and higher than the road. Five years ago it was a rice paddy, a fishpond, a creek bed, or a shoreline. Somebody trucked in soil, levelled it, and put it on the market. Filled land is everywhere in Philippine property, and almost no hazard map tracks it. Here is what a report can still tell you, and what you have to find out yourself.
Fill is any soil brought in to raise a lot above its natural level. It shows up in more forms than most buyers expect:
Subdivision backfill. A developer raises a whole tract to sit above the road and above the neighbouring rice land.
Filled paddies and fishponds. Common on the edges of growing cities, where agricultural land converts to residential.
Covered creeks and canals. A small channel is culverted or simply buried, and lots are sold over it.
Coastal reclamation. Land built out into the water, from small private jobs to large formal projects.
Per-lot filling. One owner raises their own lot by a meter and pushes the drainage problem next door.
They are not equally risky. A well engineered, compacted, properly drained fill is a legitimate way to build in a flood-prone country. A tract of loose soil dumped over a buried creek in one dry season is a different thing wearing the same clothes.
First, settlement. Fill compacts over years. If it was not compacted properly in layers, it keeps settling after the house is built, and it rarely settles evenly. Cracked slabs, doors that stop closing, and separating driveways are the usual signs.
Second, shaking behaviour. Loose, saturated, sandy fill is the kind of ground that behaves worst in an earthquake. That is the same set of conditions behind liquefaction, where saturated loose soil temporarily loses strength during strong shaking. Third, displaced water. Water that used to sit on that ground has to go somewhere else. Filling a lot does not remove the water from the neighbourhood; it moves it. If you are the one buying the filled lot you may be fine, and if you are buying next to it you may not be.
The report reads the ground at your point against national hazard datasets. It does not know the lot was filled. Set expectations honestly:
Flood level and return period. The NOAH flood layers describe the modelled hazard for that area. They were not redrawn because one developer raised one tract last year. Treat a flood level on a recently filled lot as describing the neighbourhood the fill sits in.
Elevation. Our elevation comes from national terrain data, so it may or may not reflect recent fill depending on when the source was captured. Do not assume the number includes the meter of soil you are standing on.
Distance to the nearest waterway. This is one of the most useful fields for filled land. If a mapped channel runs close to or under the property, that is exactly the history you want to ask about. See the waterways brief.
Liquefaction. Read it as a screening estimate, not a soil test. On filled ground the actual answer depends on the fill material and the water table, which only a borehole reveals.
So the report is genuinely useful here, but in a specific way: it tells you what the surrounding land is like, which is the honest baseline for judging a lot that was recently changed.
Four questions, and none of them need a specialist.
Look at old satellite imagery. Google Earth keeps a history slider. Step back five, ten, fifteen years on the same coordinates and watch what the lot used to be. This is the single highest-value ten minutes in the whole process.
Ask the neighbours who were there first. Not the agent. The family two doors down who has lived there since before the subdivision. Ask what the land was and when it was filled.
Ask the barangay and the municipal engineering office. What was the prior land classification, was there a creek, and was the fill permitted.
Walk the edges. Look for a step down to the neighbouring land, a retaining wall doing more work than it should, fresh cracks in perimeter fences, or a culvert outlet that has no obvious inlet.
CheckHazard screens an address against national Philippine hazard data. It has no layer for fill, no record of reclamation permits, and no way to know how well a particular tract was compacted. Nothing in a ninety-nine peso report substitutes for a borehole. What the report does is tell you what kind of ground the neighbourhood is, so that when a lot looks unusually dry and unusually flat in a flood-prone area, you know to ask why.
If the answer is "we filled it," that is not automatically bad news. It just moves the decision from a map to a soil test.
