Tarlac looks like the easiest province in Central Luzon to build on. It is flat, it is dry for most of the year, and lots cost less than the same size of land in Pampanga or Bulacan. Flat and dry are not the same thing as safe.
Tarlac sits in the middle of the Central Luzon plain. Water from the mountains on both sides, the Zambales range to the west and the Caraballo and Sierra Madre foothills to the east, has to cross that plain to reach the sea. It crosses through the Tarlac River, the Camiling River, and a web of smaller creeks and irrigation channels that most buyers never look at on a map.
That matters because flood risk in a flat province is not spread evenly. Two lots in the same barangay can sit on different sides of a shallow dip that only fills during a bad monsoon week. A hazard screening reads the mapped flood hazard for your exact coordinates instead of the town average, and it also reports the distance from your pin to the nearest mapped waterway. What to look at first: the flood layer for the pin, the nearest waterway and its distance, and the elevation reading. In flat country, a difference of one or two meters of ground height decides which house takes water first. We explain that in elevation and slope.
When Mount Pinatubo erupted in 1991, the ash and rock it dropped on the mountains did not stay there. For years afterward, rain washed that material down existing river channels as lahar, a fast slurry of volcanic debris and water. Western Tarlac towns near the Zambales boundary were part of that story, alongside Pampanga and Zambales.
The eruption is decades past. The channels are not. The same valleys and fans that carried debris then are still the natural path for water and sediment coming off those slopes today. That is why a hazard screening for a western Tarlac address checks two layers most buyers have never heard of:
Neither one is a prediction. Both are screening flags that tell you to ask harder questions before you commit.
Central Luzon has active faults mapped by PHIVOLCS, and a hazard report measures the straight-line distance from your address to the nearest mapped one. Closer is not automatically a deal breaker, and farther is not a guarantee of anything. Everything above is a screening. It narrows a long list of lots down to a short one and it tells you which questions are worth paying an expert to answer. It does not measure the soil under your future footings, it does not model your subdivision's drainage, and it does not know about work done on the land last year. Use it early, when walking away is still cheap, and then spend on the specialists for the lot you actually want.
