Nueva Ecija is flat, low, and fed by rivers, which is exactly what rice needs and exactly what floods. Here is what to check on a Nueva Ecija address, why frequency matters more than depth on flat ground, and why the province has no storm surge layer at all.
Nueva Ecija is the rice bowl of the Philippines, and that is not a coincidence of soil alone. The province is flat, low, and fed by rivers, which is exactly what rice needs and exactly what floods.
Nueva Ecija sits in the middle of the Central Luzon plain. Cabanatuan, Gapan, San Jose City, and Palayan are spread across ground that barely tilts. Water that arrives has very little help leaving.
Run a screening on two towns in the province and the difference shows up immediately. A sample point in central Cabanatuan sits at roughly 35 meters elevation and falls in a moderate flood zone reached only by a rare, large storm. A sample point in Gapan, further south and closer to the Peñaranda River, sits lower and falls in a flood zone reached by a much more frequent storm.
Same province. Same weather. Two different purchases. That gap is the whole reason to check an address rather than a municipality.
A low flood rating that happens often can cost you more than a high rating that almost never happens. Nueva Ecija is a good place to learn that lesson, because a lot of the province sits in the frequent-but-shallow category rather than the rare-but-deep one.

The province drains into the Pampanga River system. The Peñaranda, the Talavera, the Coronel, and a web of smaller creeks and irrigation canals move water south and west toward the delta in Pampanga and Bulacan.
Two things follow from that:

Nueva Ecija is not Metro Manila, where a single famous fault runs under the suburbs. The mapped active faults here, including the Palayan and General Tinio traces, sit further from the main population centers than the West Valley Fault sits from Quezon City.
That does not make seismic risk zero. It changes what you check:
It is worth saying plainly: Nueva Ecija is landlocked. There is no storm surge layer to worry about, because there is no coast. Buyers moving inland from Pampanga or Bulacan sometimes assume they have traded one water hazard for another. In practice they have removed one entirely and kept the other.
That is a genuine advantage, and it is the kind of thing a screening makes visible instead of leaving to assumption.
