In La Union, the question is which side of the highway you are on. The coastal strip and the back country behave nothing alike, and a buyer who checks one has not checked the other.
Screen a sample point near the San Fernando city coast and the notable finding is not flooding at all. It is that a mapped landslide susceptibility zone begins roughly thirty meters away, because the ground starts climbing almost immediately behind the shoreline. Screen a sample point inland at Agoo and you get a low flood zone reached only by a rare storm, on ground around sixteen meters above sea level, with a mapped active fault trace roughly nine kilometers off.
Neither reading is alarming on its own. Together they tell you the province does not have one hazard story, it has two, and they meet in the middle of most towns.
The stretch from Bauang through San Juan has become a weekend and retirement destination, and beachfront lots sell on the view. Storm surge is the layer that view does not mention.
Storm surge is seawater pushed inland by wind and low pressure. It is not the same thing as rain flooding, it arrives from the opposite direction, and it reaches further inland than most buyers expect. On sloped land, the hazard is not usually the lot. It is what is above and below it.

La Union sits in a seismically active part of northern Luzon, with mapped active fault traces including the Pugo and Tubao faults in and around the province. The 1990 Luzon earthquake caused severe damage in this region, and that history is the reason to treat the fault layer as a real line item rather than a formality.
For a purchase, the practical questions are narrow:
A screening answers the first. A licensed structural engineer answers the second and third, and that conversation belongs before the purchase, not after.
A screening reads national datasets at a coordinate. On the coast it does not know whether a seawall exists or whether it is in good condition. On a slope it does not know whether the cut behind the house was benched and drained properly or simply dug. Those are site questions, and they need eyes on the ground.
What the screening gives you is the part that does not change with the season or the seller: how high the lot sits, how close the surge and landslide zones reach, how far the nearest fault trace runs. In a province where two hazard worlds sit a few minutes apart, knowing which one you are buying into is most of the work.
