Aklan attracts two very different buyers: people buying a home near Kalibo, and people buying a lot or a small resort within reach of Boracay. The hazard questions overlap, but the money at risk sits in different places. This post covers what to check in both cases.
Kalibo sits on low, flat ground near the Aklan River, and it floods. People who grew up there know which streets go under and in which month. A buyer flying in for a weekend does not, and a dry-season viewing will show you nothing.
Rainfall flooding here is the ordinary kind: rain falls faster than the ground and the drains can move it, the river level rises, and low ground fills first. Two findings on a screening matter more than the rest for this part of the province.
Elevation matters here too. Anything under 2 metres above sea level is treated as high exposure, and 2 to 10 metres as moderate. On flat coastal land those few metres decide a lot.
An island has nowhere to send water except out, and the route out is short. Boracay is in the municipality of Malay, and the island''s water and drainage limits are not a rumour. The island was closed for six months in 2018 specifically so sewage and drainage problems could be worked on. Whatever your view of how that went, it tells you which constraint is binding here.
For a beachfront or near-beach lot, the layer to read first is storm surge, which is seawater pushed inland by a storm rather than rain falling on land. It is mapped by advisory level rather than return period, and it behaves differently from rainfall flooding. The layer brief is at Storm Surge.
Two practical notes for island buyers. First, the interior hills of Boracay are steep enough that slope belongs in your reading, not just the shoreline; gradients from 8 to 18 degrees are moderate and unstable when saturated, and 18 to 30 degrees is high. Second, an island property''s real exposure is often about access rather than the lot: the pier, the road to it, and the power and water that reach it are all single points of failure during a storm.
Aklan is on the path storms take across the Visayas. Yolanda crossed northern Panay in November 2013 after Leyte and Samar, and it is not the only storm to have done so. That history is not a forecast, and it is a reason to treat wind and surge as design questions rather than as background noise.
A screening will not tell you when the next storm comes. What it tells you is whether this address is one where a storm''s water reaches, and how far it likely gets. Hazard polygons are modelled at a regional scale. They describe a neighbourhood better than they describe one lot, and they cannot see a seawall built last year, a drainage line that was never finished, or fill dumped without compaction. On a small island, the gap between the modelled picture and the built reality can be wider than usual, because so much has changed so fast.
What a screening gives you is a fast, cheap answer to one question: is this an address where flooding, surge, and slope are normal design considerations or rare ones. That answer changes your offer and your build plan, which is worth far more than the minute it takes.
