On farmland the first question is not whether it floods, but whether the flooding matches the use. Rice expects standing water and alluvial soil is fertile because it floods. The buildings, though, follow house rules. Here is how to screen an agricultural parcel, including erosion, irrigation reliability, and the easement widths that differ from urban land.
Buying farmland is not buying a house lot with more grass. The hazard questions change, and some of them invert: water that would be a disaster under a house can be the reason the parcel is worth owning.
On agricultural land, the first question is not whether it floods. It is whether the flooding matches the use.
Rice grown in paddies expects standing water. Alluvial soil, the fine sediment that rivers deposit during floods, is fertile precisely because it floods. Large parts of Central Luzon and the Cagayan valley are productive for exactly this reason.
So the honest framing for a farm parcel is a set of three questions, not one:

Here is where buyers get caught. The field may tolerate water. The buildings never do.
Almost every working parcel has something that must stay dry:
Run the hazard question separately for the building footprint, not for the parcel as a whole. On a large lot, the difference in elevation between the low corner and the pad can be several meters, and that is the difference that decides whether your stored harvest survives.
For sloped agricultural land, the hazard is not only to what sits on the parcel. It is to the parcel.
Fan deposits are a genuine double edge: the same process that made the soil deep and workable is the process you do not want to experience.
Most hazard thinking is about too much water. On farmland, too little is often the bigger commercial risk, and the two are related.

Agricultural parcels carry constraints that house lots often do not, and they can restrict what you are allowed to do regardless of hazard:
Hazard screening and legal screening are different exercises. Do both, and do not let a clean hazard result stand in for a clean title.
A hazard screening reads national datasets at a coordinate. On farmland it will not know about the bunds, dikes, and drainage a previous owner built, and those can be the whole difference between a parcel that works and one that does not. It also has nothing to say about soil fertility, which is what you are actually buying, or about title, which is what actually transfers.
What it does give you is the permanent physical context: how low the ground sits, how close the channels run, how often the models say water arrives, and whether the slope above you is mapped as unstable. For a purchase where the land itself is the productive asset, that context belongs in the decision well before the price is agreed.
