Bought or inherited the lot already? A hazard screening still changes your build: floor level, drainage, earthworks, where the house sits, and what your engineer designs for. A practical guide to run before you pay for plans.
You already own the lot. Maybe you inherited it, bought it years ago, or got a share when a family property was divided. The hazard question does not disappear once the title is in your name. It just changes from "should I buy this?" to "what should I build here, and how?"
This post walks through what a hazard screening actually changes in a build plan, so you find out before you pay an architect to draw something that has to be redrawn.
Most people start with the house. Three bedrooms, a garage, a small garden out back. That sketch goes to an architect, and only much later does someone mention that the lot sits lower than the road, or that a creek runs behind the back fence.
A better order of operations:
Done in this order, the hazard check costs you a few hundred pesos and one extra conversation. Done in reverse, it can cost you a redesign, a change order mid-construction, or a house that takes water every rainy season for the next thirty years.
Finished floor level is how high your ground floor sits above the ground around it. Raising it by a few steps is cheap while it is still a line on paper. Raising it after the slab is poured is not possible without tearing things out.

On a sloping lot, the expensive part is often not the house. It is the ground work under and around it.
Cut and fill means slicing into the slope on the uphill side and using that soil to build up the downhill side, so you get a flat pad to build on. It is normal practice, and it is also where problems start when it is done casually.

An active fault is a crack in the earth's crust that has moved in the recent geologic past and can move again. Two separate things come from it.
The first is ground rupture, where the ground physically tears along the fault trace. That is a narrow band, and it is about location. If a mapped trace runs near or across your property, that is a conversation for PHIVOLCS guidance, your LGU, and a licensed engineer before you fix the position of the house on the lot.
The second is shaking, which affects a much wider area than the trace itself. Shaking is not solved by moving the house a few metres. It is handled in the structure: the framing, the connections, the reinforcement, and the foundation, all designed under the National Structural Code of the Philippines by a licensed structural engineer.
Liquefaction, where saturated loose soil briefly behaves like a liquid during strong shaking, is related but separate. We label it an estimate in the report for a reason, and a soil test at your specific lot is the only real answer. See what liquefaction is for the longer explanation.
Your building permit goes through the local building official, and many LGUs also look at how a site fits the local land use plan and known geohazard areas. Walking in with a hazard screening, a soil test where one is needed, and a design that already accounts for both is a smoother conversation than being asked for it later.
Keep copies of everything. The screening, the soil report, the approved plans, and the permit are also the documents a future buyer, a lender, or an insurer will ask for.
A hazard screening reads published national hazard maps and terrain data at your address. It tells you which mapped zones your lot falls in and what is nearby. It cannot tell you what the soil is doing three metres down, how a specific wall should be reinforced, or whether a particular foundation is adequate. Those are questions for a soil test and a licensed engineer, and the screening is what tells you whether to spend on them.
